The Coalition for High-Performance Recycling (CHPR) supported the introduction of Senate Bill S.B. 5502 in the Washington Senate and its counterpart H.B. 1607 in the House of Representatives, which aim to create a recycling refund program for beverage containers in the state. The bipartisan bills were introduced by Senators June Robinson and Sharon Shewmake, and Representatives Monica Stonier and Kevin Waters.
The CHPR, comprised of consumer brands, environmental NGOs, material manufacturers, and trade associations, believes this initiative will foster a circular economy through a more efficient and sustainable recycling system, benefiting both the economy and the environment. Its members include The Recycling Partnership, Tri-Arrows Aluminum, the Aluminum Association, the Association of Plastic Recyclers, Ball Corp., and New Belgium Brewing Co.
The legislation establishes a 10-cent refund for each beverage container sold or offered for sale, and includes obligations for producers, refund responsibility organizations (PROs), and the Department of Ecology, as well as convenience standards, redemption sites, and consumer education programs. It also contemplates the creation of an advisory council for the refund program.
According to Dylan de Thomas, Vice President of Public Policy at The Recycling Partnership, these laws, along with other extended producer responsibility initiatives, will increase recycling rates in Washington and advance towards a more circular and sustainable economy. A previous attempt to establish EPR in the state in 2023 was unsuccessful due to legislative deadlines.
