The adoption of EU Waste Shipment Regulation 1157/2024 (WSR) has caused concern in the recycling industry, as it could affect the competitiveness of European recyclers and restrict the export of recycled materials to almost 150 countries outside the OECD. EuRIC (European Recycling Industries Confederation) warns that the new restrictions could destabilize the global trade in recyclable waste.

According to the regulation, countries outside the OECD must submit an application by February 21, 2025 to continue importing recycled materials. If they fail to do so, the EU will apply a total export ban from May 2027, which would affect the circular economy and sustainable waste management. However, many countries are not prepared to comply with the complex procedures, which could disrupt trade in recycled materials.

EuRIC has asked the European Commission to implement key measures to facilitate the transition, such as extending the deadline for applications and delaying the export ban. It also proposes strengthening cooperation with non-OECD countries and ensuring transparency on applications.

If no action is taken, the EU recycling sector could face a crisis, with a reduction in recycling activity and a loss of confidence in waste management. EuRIC urges the EU to act quickly to ensure the sustainability of recycling and the competitiveness of the sector.
