69% of Scots believe the government urgently needs to invest in better recycling at a local level, as Scotland lags behind other UK nations in waste management. While Wales has a local authority recycling rate of 66.6%, Scotland’s is only 43.5%.
The Survation survey was commissioned by Alupro and was conducted between January 7 and 13, 2025, using a representative sample of 1,024 Scots aged 16 and over.


The survey revealed broad support for improved recycling systems and the implementation of the delayed deposit return system (DRS) for beverage containers.


Improved curbside collection services could address local authority inefficiencies, improve access to sustainable waste solutions and move towards a circular economy.


The survey also revealed that 61% of Scots believe that the Government should ensure the successful implementation of the DRS by 2027 at the latest.
The call to action comes amid ongoing concerns about recycling performance and waste management in Scotland.
Alupro plans to discuss this issue at a major parliamentary meeting with politicians from all parties at Holyrood on January 23.
The event will explore how Scottish political parties can help drive a true circular economy in 2025 and beyond.
The event will feature speakers including Gillian Martin MSP, Acting Cabinet Secretary for Net Zero, Energy and Just Transition (SNP), Clare Haughey MSP, MSP for Rutherglen (SNP), Mercedes Villalba MSP, Environment and Biodiversity Spokesperson (Labour), and Maurice Golden MSP, Chair of the Cross Party Group on Circular Economy (Conservative).
