Lithuania is not shying away from Russia and has imposed a stiff ban on steel from Russia. The threat of the Russian giant has not been long in coming and it announced retaliation as the next step was to prevent them from accessing strategic ports.

Specifically, the Lithuanian Foreign Ministry clarifies that they are simply enforcing the EU sanctions on Russian steel that were published last March, and that the transit of unsanctioned passengers and cargo continues unhindered. For their part, the Kaliningrad authorities respond by pointing out that Lithuania had blocked all transit from Russia.
