The Can Manufacturers Institute (CMI) reported that it has dismissed the anti-dumping petition filed by Cleveland Cliffs. According to CMI, Cleveland Cliffs does not have the means to meet the thermo-mechanical processing requirements needed to manufacture two-piece cans.
According to a CMI report in 2023, it was determined that Cleveland Cliffs focuses solely on producing three-piece cans for the market, which represents only 34% of total U.S. steel can production.
The U.S. Department of Commerce did not accept most of the dumping claims filed by Cleveland Cliffs. The final rates turned out to be much lower than what the company had argued in its petition. However, the CMI (International Steel Council) was concerned that the Department determined the need to impose single-digit tariffs on steel from tinplate mills in Germany and Canada.
