The decline in fish consumption in recent years is a serious concern for the fishing industry. Along with fishing, sectors such as frozen foods, canned goods, and shipbuilding form a key interdependent network in terms of turnover and exports. According to Conxemar, freezing companies had a turnover of almost 4,360 million euros in 2024 and employ 14,490 people. However, changing consumption habits have led to a 30% decrease in marine products, affecting the sector’s stability, which hopes to recover in 2025.

From ANFACO-CECOPESCA, its Secretary General Roberto Alonso points out that recovering consumption habits is an essential challenge. The sector is trying to return to 2019 levels, but inflation and changes in consumer behavior make it difficult.

One of the key objectives for 2025 is to reduce the VAT on seafood products to stabilize consumption and halt its decline. The WHO recommends consuming fish three times a week, but in Spain, the VAT on these products is 10%, while in other European countries it is lower or even zero, according to Eloy García, president of Conxemar.

The decrease in consumption has also affected shipbuilding, with less demand for fleet renewal. According to Asime, the sector’s growth will depend on boosting fish consumption, maintaining fishing quotas, and providing specific aid for fleet renewal, especially for small and medium-sized enterprises.
